>Session 1, All MembersDiY-RESOLUTION A
This is the latest demand in the precarious situation of late capitalism; RESOLUTION A. It represents a formula to achieve a change in the hegemonial system. A step-by-step non-order towards radical democratisation. It is composed in 12 paragraphs containing two subsections. The main paragraphs contain the claim which is the total transference in the WTO; this as the base to a new world disorder. The subsections a) and b) turn out to be crucial information to reach the goal; a) is more general attitude, b) is more contextual.
This is a possible form of a DiY Resolution issued from the famous UN 1441. DiY means Do it Yourself and has a revival in a political sense. Self-affirmation gets more important in a discourse lead by power structures that express themselves by pure violence and that are disrespecting democratic bases of commune decisions.
(See below a Fill In Resolution Example (FIRE) to set your own target.)
1. Decides that WTO has been and remains in material breach of its obligations under relevant resolutions, in particular through the multinational companies failure to cooperate with the people, and to complete the actions required.
a. Everybody knows what's to be done, but who knows what are we fighting for and why? Maybe it doesn't matter anymore.
b. Relax and think of something else. You need this period of calm to be clear in your head. It's good to keep a critical distance to be able to separate essential information from trivial, shiny morals.
2. Decides, while acknowledging paragraph 1 above, to afford the NGOs and accordingly decides to set up the focus on the weakest link defining the overall performance of the system. Enhance it with the aim of bringing to full and verified completion the democratising process.a. The goal is obviously not so much to gain institutional political power, rather to change the way in which things are moving - and why.
b. Even the most absurd and paradox acts are said to be normal. After a while the "truth" is installing itself upon the worst lies.3. Decides that, in order to begin to comply with its democratisation obligations, in addition to submitting the required biannual declarations, the US government shall provide to the NGOs not later
than 30 days from the date of this resolution, a currently accurate, full, and complete declaration of all aspects of its programmes to develop chemical, biological, and nuclear weapons, ballistic missiles, and other delivery systems such as unmanned aerial vehicles and dispersal systems designed for use on aircraft, including any holdings and precise locations of such weapons, components, sub-components, stocks of agents, and related material and equipment, the locations and work of its research, development and production facilities, as well as all other chemical, biological, and nuclear
programmes, including any which it consumes are for purposes not related to weapon production or material. Short cut the common deliberations about the dichotomy between real and virtual.a. Outsourcing is a weapon. It is a means of giving someone else the problems you cannot solve yourself. Remember that you won't get very far without a proper infrastructure such as offices, servers, legal frameworks to receive and pay money, etc.
b. How to change the world without taking over power? (Look paragraph 2.a and b) The commune as a notion has mutated from, the commune of all (ALLMEND) to the commune of few (CORPORATE)
4. Decides that false statements or omissions in the declarations submitted by the multinational companies pursuant to this resolution and failure by the people at any time to comply with, and cooperate fully in the implementation of, this resolution shall constitute a further material breach of the multinational company's obligations and will be reported to the public for assessment in accordance with paragraphs 10 and 11 below.a. Precision campaigns consist of distinct episodes with a beginning and an ending, an either smooth or harsh escalation and a final showdown.
b. An ultimate threat turns out to be a massacre. The result of accomplished resolutions is nil.5. Decides that the World Bank shall provide the people immediate, unimpeded, unconditional, and unrestricted access to any and all, including underground, areas, facilities, buildings, equipment, records, and means of transport which they wish to inspect, as well as immediate, unimpeded, unrestricted, and private access to all officials and other persons whom the people wish to interview in the mode or location of interviewer's choice pursuant to any aspect of their mandates.
a. The duality between 'small is beautiful' and 'subversive economies of scale' is constantly shifting. Low-tech money-free projects are charming, but in most cases lack the precision and creative power to strike at society's weakest link. Be ready to work with money. You will need it for the temporary set-up.
b. Nomad thinking and acting. We will feel much lighter if we don't need to carry around the whole baggage of the history. Make space and be a destructive character (W.Benjamin). Take what you need for them moment and leave the rest for the others.6. Further decides that the individuals may at their discretion conduct interviews inside or outside of the multinational companies, may facilitate the travel of those interviewed and family members outside of the multinational companies, and that, at the sole discretion of such interviews may occur without the presence of observers from the multinational companies; and instructs the World Bank to resume inspections no later than 45 days following adoption of this resolution and to update the people 60 days thereafter.
a. The revolution will be open source or not! Self-determination is something you should really share. As soon as you feel certain strength on a certain field, you can make your power productive as positive, creative and innovative force. That power opens up new capacities, reducing again and again unexpected and incalculable effects.
b. Free access to resources for the multitude. You will be surprised by the unexpected opportunities. A shift in the distribution of the properties is the base of the alter economy.
7. Decides further that, in view of the prolonged interruption by the unions of the presence of the people and in order for them to accomplish the tasks set forth in this resolution and all previous relevant the resolution and notwithstanding prior understandings, the public hereby establishes the following revised or additional authorities, which shall be binding upon the multinational companies, to the challenge to involve those who are not yet joining the struggle, facilitate their work in the multinational companies:… The people determine the composition of their inspection teams and ensure that these teams are composed of the most qualified and experienced experts available; If trouble hits the face, scale down, retreat, reorganise, get your network up.
… The people shall enjoy the privileges and immunities, corresponding to those of experts on mission, provided in the Convention on Privileges and Immunities of the individuals to create and disseminate your message with all available logics and the Agreement on the Privileges and Immunities of every body.
… The people shall have unrestricted rights of entry into and out of the multinational companies, the right to free, unrestricted, and immediate movement to and from inspection sites, and the right to inspect any sites and buildings, including immediate, unimpeded, unconditional, and unrestricted access to CEO offices equal to that at other sites.
… The people shall have the right to be provided by the WTO the names of all personnel currently and formerly associated with the multinational company's chemical, biological, nuclear, and ballistic missile programmes and the associated research, development, and production facilities.
… The people shall have the right to declare, for the purposes of inspection a site to be inspected, exclusion zones, including surrounding areas and transit corridors, in which the NGOs shall have the free and unrestricted use and landing of fixed- and rotary-winged aircraft, including manned and unmanned reconnaissance vehicles;
… The people shall have the right at their sole discretion verifiably to remove, destroy, or render harmless all prohibited weapons, subsystems, components, records, materials, and other related items, and the right to impound or close any facilities or equipment for the production thereof; and Free yourself from the idea that enemy concepts are compromising the struggle.
… The people shall have the right to free import and use of equipment or materials for inspections and to seize and export any equipment, materials, or documents taken during inspections, without search of The faster things are changing, the more radical we have to act.
… Shall not take or threaten hostile acts directed against any representative or personnel of the NGOs.
8. Requests the government immediately to notify of this resolution, which is binding on the multinational companies; demands to take the resolution on the future away from corporations the WTO confirm within seven days of that notification its intention to comply fully with this resolution; and demands further to accept the laws of appearance and disappearance. Be ready to move on, taking with you the access to infrastructure of the previous round.a. The corporate response may be harder than you expect. It may be better to evade a direct confrontation, but don't trust the media and the mediators.
b. Established networks need constant reorganising of the structure. This happens also unconsciously by both parties.
9. Requests the government to give full support to the people in the discharge of their mandates, including by providing any information related to prohibited programmes or other aspects of their mandates, including on the multinational companies attempts since 1998 to acquire prohibited items, and by recommending sites to be inspected, persons to be interviewed, conditions of such interviews, and data to be collected, the results of which shall be reported to the public.a. Nowadays activists use multi-layered and multiple voice languages that reach out far beyond the immediate purpose of a campaign or a concrete struggle, and in doing so they create a vision much larger than what is accessible right at the moment.
b. Too many promises or false information by official representatives. Check on the origins and have them confirmed from several different sources. Then compare and filter.
10. Directs the direction of the World Bank to report immediately to the NGOs any interference by the US government. Don't refer to any of your favourite predecessors to comply with its democratisation obligations, including its obligations regarding inspections under the resolution.a. Think in terms of efficiency. Use the staff and infrastructure on the site of your foe. A campaign does not rely on ones own forces, but on those of your allies and opponents as well.
b. Certain situations present multiple entry and exits. When we anticipate them it is important to turn them in the field where there is no harm to ourselves.
11. Decides to convene immediately rigorous application of networking methods upon receipt of a report in accordance with paragraphs 4 or 10 above, in order to consider the situation and the need for full compliance with all of the relevant people the resolutions in order to secure international peace and security.a. Short cut the common deliberations about the dichotomy between real and virtual. Get into more sophisticated dialectics.
b. Be the « machine de guerre », a form of pure exteriority. Keep your critical distance and act instead of react.12. Recalls, in that context, that the people have repeatedly warned the WTO.
FIRE, Fill In Resolution ExampleFill in and make world. This form authorizes you to draw up your own resolution. It's given content aims to abolish any weapons used to maintain hegemonial power.
